Saving a 2006 .dwg back to R12

I am working on a drawing in Acad 2006, and have been asked to save it in R12 format for a city water department. I'm using DWGgateway to make the conversion but have found out that when I save it as R12 version it only save s the layout that I am viewing. Everything in model space and the layout I'm viewing is correct but the other 8 layouts won't show up. I'd really like to avoid setting them all up again, any suggestions? Thanks in advance.

Multiple layouts came in AutoCAD 2000. So it looks as if you will have to save individual drawings for each layout in r12
